What We Do-Payroll
•Payroll processing bi-weekly for 826 employees ~ over $40 million annually
•Benefits calculation, entry, tracking, and administration
•Federal and state tax reporting
•Involuntary deductions tracking and administration (garnishments, support enforcement)
•Tracks all types of paid leave by employee
•Partners with Human Resources in all aspects of employee compensation and employment information
Accomplishment-Payroll
•Most departments submit timesheets electronically, cutting down on scanning time
•The 400-page payday register is now reviewed online and not printed
•A full day has been removed from the cycle
•As a result of these innovations, posting, reconciling, and reporting are all done earlier
What we do- Property Tax
•Audits and calculates all tax rolls after Treasurer and Assessor complete their processes
•Remits taxes to the County’s districts on a monthly basis
•Communicates market values, relevant tax forms and reports as required to the Idaho State Tax Commission and the taxing districts
•Calculates levies for all applicable taxing districts with authorization by the BOCC and ITC
•Manage the unclaimed property process
Accomplishments – Property Tax
•Implemented the Legislative Service Office Registry requirements for all Kootenai County taxing districts
•Helped all active districts to successfully meet the deadline
•Fostered greater collaboration with the Assessor and Treasurer
What we do – Accounts Payable
•Review all County expenditures for accuracy and completeness as well as compliance with Idaho Code
•Ensure timely payment of all invoices
•Process all refunds for DMV, Driver’s License, Solid Waste, and Community Development
•Disburse payments from the District Court Trust Fund and all Jury Panel payments
•Prepare and distribute annual 1099 forms
•Audit countywide petty cash and change funds on a periodic basis
•Track and maintain a schedule of all active contracts in the County
Accomplishments – Accounts Payable
•Contracts schedule is up to date and monitored monthly
•Audits of travel expenses also gave rise to stronger policies surrounding travel spending
What we do – Financial Analysis & Reporting
•Manage the financial systems including user security review and user training
•Prepare periodic, quarterly and annual reporting packages
•Coordinate the annual external audit and prepare all relevant analysis, reporting and audit schedules
•Respond to department requests for financial information and analysis
•Monitor the financial health of the County
Accomplishments – Financial Analysis & Reporting
•Built a comprehensive closing and reporting calendar
•The annual audit report was issued two weeks ahead of schedule
•The bank reconciliation process has been streamlined for the more than $200 million of collections and payments
•User security in the general ledger was fully audited and new user security measures put into place
•Streamlined and updated the Fund Balance Policy

•Plan, coordinate and execute the annual budget process
•Provide in-depth analysis of budget topics for decision-makers
•Perform analysis on demand
•Fully document all budget items and summarize, updating as changes occur
•Perform all phases of budget reporting, validating all amounts
•Prepare final budget and present at public hearing
